The starting point is a detector script that reads what the repository actually contains — runtime, package manager, lockfiles, build and test commands — and emits that as JSON. Only then are the lint, test, build and deploy stages generated, as GitHub Actions or GitLab CI, with caching and matrix settings that follow from the detection rather than from a template someone copied. The same detection output is useful on an existing pipeline, where it shows which steps no longer match the project they claim to build.
