Splitting a feature into explore, design and review stages is not bureaucracy — it stops the model from committing to an implementation before it has read the code around it. Each stage here has its own agent with its own brief, so the exploration output becomes the design input rather than everything happening in one long context. The review stage runs against the finished change with fresh eyes.
