The three phases are separate commands and that separation is the whole design. The red command is forbidden from writing production code and must confirm that every generated test actually fails, since a test that passes before the implementation exists is testing nothing and will keep passing after the feature breaks. Green writes the smallest change that turns the suite, refactor alters structure with the suite as the guard rail, and tdd-cycle chains all three with checkpoints and a coverage target passed as an argument. Each cycle records its state under a .tdd-cycle directory, so an interrupted run resumes on the correct phase rather than restarting from red. An orchestrator agent holds the discipline across longer work and a reviewer agent reads the result.
