Rather than releasing a separate package, Oracle put the server inside SQLcl, the command-line client many DBAs already have configured. That decision carries a practical benefit: the named connections stored in SQLcl are the ones the agent can use, so credentials never move into a client config file. The tools cover listing connections, connecting and disconnecting, running SQL, and reading the AWR reports that Oracle performance work usually starts from.
