Operating Kit

The kit is written as templates: each agent has placeholders for the project's state document, its cheapest live check, and its test, build and deploy commands, so the same five files fit any repository. Session-start reads that document and then verifies it against the running system and the git log, because CI-only ships and manual production changes leave the document quietly lying. The deploy agent runs test, build, deploy and live verification, and refuses to report anything as shipped while the platform is still serving the previous revision. The log checker forbids diagnosing an incident from a dashboard or from script output alone, and cross-references job identifiers first, so one failure retried five times is not counted as five failures. A pre-ship reviewer closes with a ship, ship-with-fixes or do-not-ship verdict.
