Requirements, feasibility, scaffold, implementation, review, acceptance and documentation are each owned by a named persona, and the gates are not optional — the architect's stated failure mode is scaffolding before verifying an API signature, writing plausible names instead of reading headers. That is why the workflow discovers the current VEF API from live SDK sources during feasibility and bootstrap rather than relying on hardcoded names. Every fresh invocation restarts at phase zero and never auto-resumes a previous session unless asked. One real constraint: the official server container lacks the MTR test orchestrator, so the test phase needs an installed or source-built server on the host.
