Legacy modernisation fails when someone starts rewriting before anyone has written down what the old system actually does. The workflow here forces the order — a preflight and assessment, then a topology map of the codebase, then extraction of the business rules buried in it, and only after that a brief and a transformation. An interactive viewer shows the dependency shape while the work proceeds, which is how a COBOL or monolith rewrite stays reviewable.
