Risk review usually relies on whoever remembers the last outage. This turns that memory into a lookup: the staged changes are correlated with past incidents on the matching PagerDuty service, with the change events recorded around them and the notes people wrote during the response, so a familiar-looking edit to a fragile path is flagged before it is committed rather than after. The command is written to fail loudly — if a required tool cannot be loaded it stops and says so instead of producing a confident score from partial data. The API token is kept in the gitignored local settings file, so a shared repository does not carry it.
